The U.S. government created the Communication Decency Act to regulate offensive material on the Net. It also allowed for the creation of key escrow encryption. The CDA became a rallying point for Net users, especially those in the U.S., who decried it as an abridgement of free speech. On June 26, 1997 the U.S. Supreme Court agreed with them in a 7-2 ruling.
