Technically it can be the same as a power supply, except the term "converter" is often used for a single-stage switching regulator. A typical off-line SMPS may consist of several cascaded voltage converters. The term converter also often implies that it is a sub-assembly of PSU, which may need additional components (such as EMI filters, protective devices, housing, etc.).
